1) Heat butter and oil in a large pan, then fry chopped onion, carrot and celery until brown.
2) Add ground beef and brown. Mix in wine and allow to evaporate quickly.
3) Add tomatoes, salt, and pepper and simmer for 45 minutes. Add milk and simmer another 10 minutes.
4) Cook rigatoni according to package instructions.
5) Serve rigatoni with meat sauce. Serve immediately
