1) Cook the pasta in a large pan of rapidly boiling salted water until it is al dente. Drain, and rinse under cold water to stop the cooking. Drain well and turn into a large bowl. Toss with the olive oil, and set aside.
2) Soak the tomatoes in a bowl of hot water for 10 minutes. Do not discard the water. Rinse the capers well. If they have been preserved in salt, soak them in a little hot water for 10 minutes. Rinse again.
3) Combine the olives, tomatoes, capers, garlic and vinegar in a small bowl. Season with salt and pepper.
4) Stir this mixture into pasta, and toss well. Add 2 or 3 spoons of the tomato soaking water if the salad seems too dry. Toss with the parsley, and allow to stand for 15 minutes before serving.
